          "An Act requiring legislative approval before the                                                                     
          issuance of an authorization, license, permit, or                                                                     
          approval of a plan of operation for a large-scale                                                                     
          metallic sulfide mining operation that could affect                                                                   
          water in or flowing into or over the Bristol Bay
